The gist of the above communica tion is as follows:-
It is commendable that the Shanghai Muncipal Council has taken drastic measures to suppress the "wberis and other forms of gambling. The offenders have been at of the public. But the associa accordingly convicted for the bene- tion is at a loss to understand the reason for the Council's action in permitting greyhound racing.
While the number of races has been curtailed, the courses have suc cessfully evaded the Council's re striction by extending the time of the meeting and increasing the number of races. The number of Chinese frequenting the races has been swelled by those who used to frequent the
11 wheel and other forms of gambling as the "Hus hui," which has been closed by the authorities. Therefore, the profits of the greyhound race courses have reached tremendous proportions, which mean that a large number of Chinese are losing their money in this form of gambling, pe
lt is a fact that by far the ma- jority of the race-goers are Chinese and, therefore, the Chinese public is the sufferer. Inasmuch as gambl ing is contrary to the Chinese law, capecially Articles 278 and 279 of the Criminal Code, they must be punished in accordance with law, though the foreign violators may gamble under the protection of the consular jurisdiction. The defendant said that a man usually carried a pocket book or tobacco pouch, and if he had to carry his licence as well he would need a coolie to carry the things for him.
His Worship said that the license was not as large as a tobacco pouch. Defendant replied that he did not propose to leave his tobacco pouch at home so that he could carry, the license unless it became too ex- pensive.

Mr.

No time was in bringing these into use, whereupon.| an armed police, party from the City Temple sub-station responded. Upon reaching the store, the police noticed that the doors were closed so, thinking that the robbers were still inside, they smashed these open and fired a number of shots, one of which struck and fatally wound- ed a pedestrian, who happened to be passing at the time.
A thorough search was made of: the store but there was no trace of the robbers. The manager lator informed the police that the robbers bad not actually entered his store.
