SPECULATING WITH THE DESTINIES OF THE NATION."

WAR POLICY WITHOUT DIPLOMATIC OR MILITARY

PREPARATION.

General Li Taung Jen, who is now in Hong Kong, has forwarded us the following indictment of Chiang Kai Shek's policy with regard to the seizure of the Chinese Eastern Railway. It is argued that this was an ill-considered move, undertaken without either military or diplomatic preparation. its primary object being to divert à domestic crisis threatening Chiang Kai Shek's „own position.

General Li Tsung Jen. was one of the big four of the able group of soldier-administrators known as the "Kwangsi Militarista." A SITUATION WITH THE GRAVEST POSSIBILITIES.

The dispute over the Chinese Eastern Railway has brought about a situation laden with the gravest possibilities. 'In spite of extensive discussions of the subject which have appeared in this and the other countries, the stage into which the dispute has now entered merits a careful investigation into the matter from the view points of the condi- tions in China and Soviet Russia, and of its importance as an inter- national problem.

The cardinal principal of Soviet Russin' ቢዛ well. the Third International is, as we know, to bring about the world revolution. We also know that Russia's at- tempts to do this in Europe and America have proved fruitless. The East is, therefore, the only possible area for her operation and China was found to be a very promising ground, as was shown in the years of 1926 and 1927. However, this was also soon stopped. Chang Tao Lin ordered a raid on the Russian Embassy in Feping and font- quently suspended diplomatic re- lations with Soviet Rustia, The National Government in South China, after having severed ita re- lations with the Communistic Party, began to close down the Russian Consulates in the territory under its control, to put restrictions upon the existing Russian trading establish-
