In conse- quence, when the Stevenson scheme was abolished, the estate was carry- ing only a normal stock of surplus cabber. The industry would have been better served if every com pany had observed the spirit and letter of the restriction scheme in a similar manner. With regard to estate works, economy compatible with efficiency had been the order throughout the year, and working costs showed reduction under all
