Looking Back 25 Years.
As usual, there was a consider- able exodus of residents from the Colony for the Bank Holiday. The bulk of the holiday-makers, of course, went to Macao, where the roons of the hotels had been book- ed weeks in advance.. mention a report which is current that a Belgian company is arrang- ing, or perhaps I ought to say; trying to arrange for the opening of a casino at Macao, on Monte Carlo lines. A considerable item in the revenue account of the neigh- bouring Portuguese Colony is the sam paid for the fan-tan monopo- ly, and I presume the terms of the agreement with the Government are comprehensive enough to ex- elude the casino at least, during the continuance of the agreement. But the promoters of the casino, so the report runs, have offered to dredge the harbour by way of inducement. As, however, they stipulated that the mud so removed from the har- bour should be regarded as their property, the Government did not regard the inducement with favour, as Macao mud, I understand, is one of the assets of the Colony, be- ing regarded I am told as a valu- able constituent in the manufac- ture of cement. Looking Back 60 Years.
With reference to the cautery which has suddenly been raised against Mr. Belilios, it seems to us that in their haste to find a scapegoat for the reckless specula- tion which ended so disastrously laat winter, the sufferers bave fastened upon the wrong man al- together. Mr. Belilios has for many years been a hardworking and conscientious director of the Hong Kong and Shanghai Banking Corporation, and to his zeal and energy were dae, in no considerable measure, the rapidity with which it recovered from the depression of 1874-1875. At that time, when its reserve was gone, and the Bank paid no dividend, Mr. Belilios voluntarily relinquished his re- nurberation as director, and was very warmly applauded for his generous acrifice. For eighteen months he had a large capitel in the Bank lying unproductive, and no one can now blame him for seeking to dispose of his stock when a good opportunity offered, nor can the transfer of his London shares to this register be deemed specula- tion. Let the right shoulders bear the burden of blame for the recent collapse. In our opinion there are
two parties to blame for the wild und reckless speculation of last year-those, whoever they were, who inflated the share market, and those who, having no funds to cover their. risks, entered the market with noth ing to lose.
