An appendix to the Rules of Golf gives Clubs the right to make local rules. dealing with certain obstruc tions such as rushes, trees, hedges, seats, and railways, and also rabbit scrapes and hool marks, mud, the penalty for being out of bounds. and the procedure for balls lying on a green other than that of the hole being played to.
