The Objects and Reasons state that the First Schedule of the Sunday Cargo Working Ordinance, 1891, Ordinance No. 1 of 1891, con trains the form of permit which must be used under the Ordinance. That form requires the previous payment of the permit fee. Pay nient of the fee in advance is.in- convenient because it frequently happens that a permit which has been taken out is not used.
