I have been discussing with Bottle-1 thwaite this idea which has been. put forward of making Hong Kong aaall-British Godown." My old friend was quite enthusiastic about the scheme, and wanted to hurt operations at once. His plan was to organise a wiety to be called "British Business Boosters" and proceed forthwith to pitch all non- British goods in the Colony into the harbour-all-same Boston tea- party in good King George's glorious days. I pointed out, how- ever, that such action would cer tainly get Bottlethwaite into trouble with the Harbourmaster; and prob- ably lead to his appearance at the Matine Court on a charge of dump- ing without a licence. If there is to be any dumping, George," I asid let it be done with becom ing dignity and decorum."

Bottlethwaite heartily agrees that none but British goods should be landed in Hong Kong. He would go further, and authorises me, to say that in his opinion the Chinese people should import none but British products and manufactures. George is now engaged in drafting an Anglo-Chinese Treaty of Com- merce and Navigation, copies of which be intends to send in tripli- cate to the Secretary of State for Foreign Affairs in London just as 1000 as the General Election is over. I have the privilege of being able to reveal some exclusive inside information concerning this most important diplomatic document, the coming-into-operation of which will bring about a revolution in world economics. It will solve the un- employment problem at home, the water problem in Hong Kong, the opium problem in China, and the Manchurian problem in Manchuria. Even the question of the Kau Sing will be finally disposed of

"Know all men by these pro sents-Bottlethwaite begins-"thet whereas the people of China are in sare need of many things, and the people of Great Britain. Battlethwaite believes that an Anglo-Chinese Treaty of Friendship and unity on these lines would go a long way towards removing the doubts and uncertainties which now caure British merchants in Ching, so many sleepless nights. In regard to Hong Kong, George does not agree with the theory that this 8.Full payment for goods or Colony is suited geographically to dered by Chinese firms and in-be the godown of South and North dividuals shall be made at the China.
