CHINESE PROPOSAL AT GENEVA.

SYMPATHETIC HEARING.

THROUGH REUTER'S AGENCY.]

1.

GENEVA, April 20, The Disarmament Committes to day discussed the Chinese proposal to abolish the system of universal military service, "which tends to engender a warlike spirit in the minds of people, intensifying an tagonism to neighbouring States, and thereby creating a so-called militaristic nationalism, which is incompatible with the principles of the League of Nations."

The Chairman asked the Chinese delegation not to press the matter, but to leave it to the Bureau to deal with the form in which the proposal should be embodied.

The Chinese delegate agreed to await the decision of the Bureau,

but reserved the right to return to the subject later, after reference to his government.

Doctor Riddell, (Canada), sym pathised with the Chinese proposal, but associated himself with the riew expressed by Great Britain, the United States, Sweden, and Holland.

Count Bernstorff favoured the abolition of compulsory military service, whilst M. Litvinoff said he was not opposed to the Chinese pro- posal and principle.

Lack of Motley

The Government universities in Peping city have been disturbed at intervals throughout the year, and in their case the trouble has often been lack of funds.
