"A Drop in a Bucket,” The authorities of the Tokyo, Home Department referring to the emigration policy of the Japanese Government, emphasize the point that there is no intention whatso- ever of solving the problem of the ever increasing population by en- couraging Japanese to emigrate to other countries. Indeed, is view of the huge increase annually in the population of Japan, the maxi-! mum number that could emigrate to countries like Brazil would be a mere drop in the bucket.

promising and likely to prove them selves worthy of the new citizen ship that they may eventually ob- tain.

re-

Taking into consideration the fact that Japanese emigrants are quired for agricultural purpose, the Government is very strict in select. ing only those who have not been accustomed to town life, who can stand the comparatively hard labour involved by work on farms.

It is considered that great in justice would be done to nations requiring Japanese labourers if the authorities allowed to be sent the pale faced town residents who are incapable of handling anything heavier than pens and pencils.

Capital Required.

It is also necessary that emigrante take with them a certain amount of capital, and this point is always carefully borne in mind by the

authorities.

Further, the Japanese Govern ment considers that it would he unwise to allow emigrants to go in large numbers at any one tipo, as this would be apt to create rouble and cause international reling and irritation. Therefore the 82 thorities adhere to the poor of sending a comparatively sma num ber each year so that the team may continue indefinitely

It is maintained that the Japanese emigration policy bears no trace whatever of any political tenden cies, but that the mutual economie advantage of Japan and Brazil is the promotion of the happiness of primarily considered, together with the individuals who emigrate.

FEW TAXATION CHANGES.

"TEA" RUMOURS.

Mr. Churchill will have present. to Parliament a Budget or about £821,000,000. The total of fast year's Budget was £920,195,000.

The amount to be raised by taxa- tion will be £740,063,753, the differ ence between this sum and the total Budget being due to the fact that the Budget also includes, the expenditure of the self-balancing Road Fund-amounting to about departments the Post Office and £91,000,000,

The publication of the Navy figures makes the whole of the estimates available except the debt and Consolidated Fund services. They show an increase of over £13,000,000.

The decrease on the Army is £505,000, and on the Air Force £50,000. The increase in the Civil Estimates is £15,668,806, due in the main to derating....

The Budget total is based on the assumption that the total debt and Consolidated Fund services will re- main as last year's level. Mr. Churchill last year fixed a total of £365,000,000 for debt interest plus sinking fund. If the charges under debt this year are the same as last year, the sinking fund will be £1,000,000.

are required, and thereby creating difficulties through an over supply It too great a supply of Japanese labour should give rise to unem ployment in Brazil, not only would the local market suffer, but the emigrants themselves would be placed in a very critical position.

Another point that is engaging the close attention of the Tokyo authorities is that of assimilation, and the Government is sparing 40 efforts to see that emigrants receive the necessary preliminary training and education with this in view, so that they may become easily as similated in the country to which they are going.
