Calcutta (U.P.):—While Swara jiste are busy preparing the country for mass action if Britain fails to grant her dominion status by the end of the present year, the Euro- pean Association, which represents the British element in India, has been presenting its views on the next constitution before the Simon Commission in Calcutts this week. Briefly the Europeans demand restriction of the power of respon sible government, so that no legis lation discriminating against any particular community in matters of taxation, professions, trade, indus iry and commerce can be passed; adequate representation of Euro- pean interests on local self-govern- ing bodies, especially in Assam; preservation of the present rights of voting and representation in the Provincial and Central Legisla- tures; preservation of the right to a jury containing a majority of Europeans and protection of the right of State grants to schools for Europeans and, finally, recognition of the Anglo-Indian community as one of the communities of India.

A Prominent Question. The recommendations are a modi- fied form of dyarchy under which the provinces are how governed, and Europeans are asking for adequate safeguards against dis criminating legislation because, in their view, there has been in recent years a tendency to pass such legis larion against the British, and the resolution of the Bombay Corpora. tion advocating the boycott of British goods is quoted as an example.

The question is being kept pro- minently before the Indian public by the leaders of the present move ment for complete severance of the Eritish connection, and is no doubt viewed with much concern by Euro- pean commercial interests in India, expecially those cagaged in the Lan cashire piece-goods trade. The Ar sociated Chambers of Commerce of India and Ceylon are in favour of the grant of responsible government to the Provinces in a varying de gree up to full Provincial au- tonomy, providing, among other reservations that discriminatory legislation against any commercial, industrial or agricultural interests is forbidden."

This provision, however, is not to apply to these colonials who dis. criminate against Indians.

One of the big problems, however, the transfer of law and order, and on this subject perhaps 9 pe cerit., of the Europeans in India strongly oppose the transfer of the administration of law and order to a popularly elected Indian nxinister in view of the present communal tension throughout the country.

A very successful concert and dance was held on Saturday night

in Great Hall of Hong Kong Univer- sity, organised by the women under- graduates in aid of the building fund to provide a hostel for women

students. This function was the first corporate effort to raise funds, and the Vice-Chancellor of the University (Me, W. W. Horneli C.I.E.), gare proof of his approval of the scheme by allowing it to take place in the Great Hall and leaving nothing undone whereby he personally could ensure its success.

It will be remembered that the first public intimation of the pro posed hostel was given at & meeting held last October in Government House, when Miss Maude Royden, who was then on a short visit to the Colony, gave an inspiring ad- dress on the value of collegiato life for women.. At the saine meeting the Vice-Chancellor expressed the very favourable opinion of the Senate and said that they would, if pos sible, provide the site for the Hostel. Miss Griffin, the Warden! of St. Stephen's Hall, also spoke ont that occasion giving a detailed ac count of what was proposed and stressing the urgent need for such a building.

Decorated with "Varsity Colours." The Great Hall of the University had been effectively decorated by the women undergraduates with paper festoons and pot plants in the Varsity colours. That the ob- ject for which the entertainment/ was given might not be forgotten! stalls had been errected just inside the doors on which were boxes of the shape and colour of bricks con- taining sweets, with the following y inscriptions hung above them:
