WORLD SUGAR AND COAL CRISIS.

LEAGUE OF NATIONS TO INVESTIGATE.

Geneva, January 14th (U-P.):- An investigation into the present world-wide crisis in the sugar and the coal industries was to be begun when the Permament Economic Committee of the League of Nations convened here 'to-day.

The committee will have 85 6 basis for its work preliminary re parts which have been prepared by two special commissions composed of some of the best known world experts in each of the industries under consideration.

The coal crisis for the time being is more manifest in England and the continent, but the sugar crisis extends also to Cuba and other

continents.

Under instructions from the last league assembly the committee must investigate the situation from the

RUMOURS OF RETURN TO PEPING.

For the first time since the capital of Nationalist China was removed to Nanking last June, there both is a strong belief among foreigners and Chinese, here. (siya the United Press correspondent ab the Capital) that Peping will again become Peking within six months, and that Nanking will be abandoned as the capital.

** Saving Face,"

The discussions which have begun in Nanking regarding moving the capital to Sianfa or Kaifeng, the provincial capital of Honan, are regarded as very significent. Before the capital can be returned to Peping, the leaders at Nanking must save face," and these preliminary discussions are taken to be a pre- paration for moving to Peping. It is not believed in Peping that there is any serious intention of removing the capital to Kaifeng or Sianfu. The latter place, although it was the: first capital of China, is even less suited than Nanking to be the capital. It is entirely inaccessible.. the capital of a province which does not possess a single mile of railway.

Two months ago, the Legations appeared to be convinced that Nan king was a more or less permanent While the Legations took capital

no steps to move southward, there was some talk of making surveys in Nanking, with a view to selecting a suitable site for a Legation But in the two months intervening all such talk has ended. The Ministers who have travelled in a steady pro- cession to Nanking appear to have returned with the common convic tion that the capital will be back in the north before the year is out.

Nanking A Shrine, Not A Capital.

The Legations are informed that all construction work in Nanking has stopped, even that upon the Sun Yat Sen memorial road. It is be lieved that this road will eventually be completed, and that Sun. Yat Ben's memorial shrine will remain where it is now being built, in the bills outside Nanking. But Non- king, it is believed, will become s shrine, not a capital.

It is true that Peping residents' opinions on this question must be somewhat discounted. The Lega- tions and the Chinese as well are equally anxious to have the capital back in Poping. The diplomats

could not be as comfortable in Nan- king for a generation as" they are now. The Chinese in Peping have their property and their interests naturally want the there-and capital bäck. Even the Nationalists, so far, as their own pleasure and comfort is concerned, greatly prefer the capital being in Peping.
