Replying to Sir Basil Peto in the House of Commons with reference to the recent attacks by Chinese pirates on British ships, the Under- Secretary for Foreign Affairs said it was not clear that an increased number of gunboats would be a certain cure for the evil, but the generals commanding various areas had been authorised to provide military guards in steamers certain routes, and arrangements had been initiated for putting arm ed naval guards aboard ships on the Lower and Middle Yangtase.
