HOME RULE FOR SCOTLAND.

"THE REVOLT OF YOUTH."

(by 2. 1. CUNNINGHAME GRAHAM.]

[Mr. Cunninghame Graham, standing as a Scottish Nationalist party founded only a few months ago-ran Mr. Baldwin to a very close finish in the recent Glas- gow University Rectorial election.] The Scottish National Party is the revoit of youth against the stagnation of Scottish affairs; and the neglect of Scottish. business at Westminster.

It appears monstrous to us that Scottish affairs should only be at tended to at add moments and when nothing is more pressing in the British Parliament Our first demand is for the restoration of our ancient Scottish Parliament, so meanty fiched away from vi, and at such an inconsiderable price. The Parliament would have the supreme control of all purely Scot tish affairs, and the disposal of all the taxation raised in Scotland.

This would give. Scotland the

status of a Dominion,

Surely this is not asking very much, when We Consider that Southern Ireland, Ulster, New Zealand, the Australian Colonies, and many of our other possessions, including South Africa, a have their own Parliaments and supreme command of their cational affairs.

The neglect inte which all Scot tish affairs have fallen at West. miaster has produced this move. ment amongst the youth of

Businesses are not run for philanthropy, and the best man always secures the best job and the highest rate of pay.

Speaking the other day, the Duchess of Atholl, a Minister of the Crown, was nervous that, under Scots Home Rule, the grants in aid would be withdrawn. Surely her Grace should know the money for those grants ja aid was partly Faised in Scotland, and that the Central Government merely re- turas that which it has received. But if they were withdrawn what would it matter? The success of the Irish Loan shows the stability that results from national self". Government. Our credit stands far higher than that of Ireland if we were forced to raise a loan..
