to

Some misapprehension seems have arisen in England in connec- tion with the new arrangements the Export Credits made by Guarantee Department of the De- partment of Overseas Trade to facilitate the working of the - port credits scheme because of a passage in the new form of con- tract reading. Applications may be considered for, all markets ex- cept at present Russia and (so far as textiles are concerned) India and the Far East,"

It is explained that although this form of contract known as Coc. tract B, is new, the exclusion of India and the Fur. East from its operation, so far from being, new or in any way directed against the interests of the Lancashire cotton trade, has been +

part of the scheme over since it came into operation, and was decided upon as the result of representations by the Manchester Chamber of Com

ree and other chambers interest- ed in the exportation of textiles to those countries.

On

November 9th. 1921. the Executive Committees of the China and Far East section and of the India Mection of the Manchester Chamber passed the following re- solution:~

That this meeting of the Execu tives of the China and Far East and the Indian sections of the Manchester Chamber of Commerce is of opinion that, the export credits scheme at present before Parliament should not be extended to India, Ceylon, China, Hong Kong, and the other Far East markets in so far as it relates to yarns and textiles. Such extension is not only unnecessary, but, it would prove mischievous and harm- ful to the interests of traders in those markets, the existing fan- cial facilities and highly organised banking arrangements being deem- ed amply sufficient to facet all the requirements of safe trading."
