The Daily Express of November 3rd gives an outline of an im- portant new scheme for traffic con- trol which is being formulated by the Home Office authorities.

Main features of the plan are:- Abolition of policemen ae traffe controllers in fuany towns and a great part of the country.

Formation of a Corps of Road- guards, 5,000 strong; possibly in- creasing. to 10,000 or more.

Passing of a special Act of Parliament defining the duties of the new force and vesting it with the necessary legal powers.

Cost to be borne partly by the State and partly by local authori

ties.

Work For Ex-Servicemen.. The authorities have for a long time been alive to the serious state of affairs caused by the ever-

During the last two or three before the Lord Chief Justice (Lord Valley, 2 p.m.

years traffic in all the large towns, and also in country districts, has

grown to such enormous propor- tions that some police forces have had to employ 20 and 25 per cent of their strength in regulating it.

This heavy drain on the norma! resources of the police has not only deprived citizens of efficient pro- tection, but-it-bas-also-adversely affected a large proportion of the men in the performance of ordi- nary police work...

It is now felt that the regulation of traffic could be dealt with just as efficiently and at a lower cost by a body of men trained for thes special work alone, leaving the police free for their normal duties.

Mr. A. L. Dixon, head of the Police Division of the Home Office, is working out the details of the new scheme, and he expects it will be completed in the early part of the New Year.

He has had several private con- ferences with Mr. F. L. D. Elliott. assistant commissioner, New Sect land-yard, who is an authority on traffic problems, and also with various local authorities and chief constables all over the country.

The name by which the new corps will be known has not been finally settled. **** Traffic controllers" was the first suggestion, but -толії guards is likely to be the final

choice.

In all probability each police force will have its quota of road guards, "and in the provinces they will be under the command of the local chief constable, and therefore under the jurisdiction of local authorities.

As it will be necessary to select only those men who are physically At to withstand prolonged exposure in all weathers, the majority of the recruits will consist of ex-service men-sailors, goldiers, airmen, and possibly ex-policemen.

Benet To Motorists.

It is claimed that motorists will Lenefit enormously by the new schere, inasmuch as it is hoped to station official guards at many dangerous cross-roads where it has never been possible to" employ policemen.

Motor-car accident, and motor- ear offences should be fewer. Acci- dents rarely happen at controlled points, and the presence of a con iralling guard at every important section of a road will, it is believed, act as & check on reckless, motorists.

During last year the number of motor-car offences dealt with by the courts in England and Wales was 180,000. When the new scheme

comes into operation, it is hoped that there will be a very consider able diminution in these figures.
