Arising out of a case heard before Mr. Justice P. Jacks at the Sum- mary Court yesterday, a grocer was said to have, the "nasty little habit" of not giving receipts for payments made to him, and a European, Mr. A. Kinchin, was said to have the nastly little babit" of paying in driblets. His Lordship said that both habits were objectionable.

The Canton authorities have termed them the "parasites of society, an obstacle to street traffic and a blemish on the beauty of the city.".
The beggars in Canton are the result of distress in outlying dis tricts. Bandit depredations, Com munist upheavals and the plunder ing of the unruly soldiery have, caused many people in the districts to flock to Canton and become beg gars. Moreover, the failure of rice crops has also contributed materiai- ly to this big army of beggare. Unless these conditions are im proved, the solution which the vocational school is offering is not fundamental. Until rural pro blema are squarely met and solved, beggars will continue to stream in to the city.

BUILDING.
The foundation stone of the new building of the Central Bank of China was laid yesterday after- noon by Mr. Fung Cho Man, Com missioner of Finance, Mr. Wong Lang Shang, President of the Bank, representative of Marshal
