BUSY BEE'S WIN BY A HEAD.
DETAILS OF THE · RACE.
SHANGHAI, Nov. 8th. Though the attendance at the Shanghai Race Club yesterday, says the North China Daily News, was far short of what it is in a fine Spring Champions Day, neverthe less it was very large and proved again that what at one time used to be all-sufficient accommodation now is nothing like enough and it will be a happy day when the old building comes down to make way for one of more modern design, with a rearrangement of the pad- dock, despite all the old assovia- tions that will depart with it. The racing was of in order fitting to the day and all present should have been well pleased with the sport presented.

Several thousand people waited after the races for it, the stands and paddocks being well filled and loud applause accom
panied each break in the music. for-bearers marched in between the ranks of the pipes and drums, making a specially attractive sight during the counter-narching,
The day did not open with great promise, for, just before the first addling bell was rung, there came a drenching downpour of rain, which continued for about 30 minutes, considerably slowing up the times of the first few races, but after that the weather kept at least dry and the course was not soffened sufficiently to upset previous form.

Little time was wasted on the course. Aligator was very lively, bat Hill did not have any difficulty in keeping him head on. Then the bardmouthed Victory Eve broke through the tape and, whirling round, dashed for a furlong the reverse way of the course. How ever, as soon as he came back they got away in quite satisfactory order. Of the rest there is little to tell. Firefly made "the pace a stinger for the damp course, but the mile was about all be could do, and from the Monument it was fairly certain that the places would be shared by the three who eventually got them.

ROSE FROM COOLIE TO FIELD MARSHAL,
SHANGHAI, Nov. 8th. It is with much regret that we have to announce the death, follow- ing tuberculosis, of Field-Marshal. Lu Yung Ting, former Governor- General of Kwangtung And Kwangsi.
"
The late Marshal Lu had a very picturesque career, having risen from probably the lowest station in Chincie life to one of the highest.
Born in 1880, Marshal Lu Was
years of age at the time of his death. Starting life as a coolic he soon became tired of this and gave it up for the freer and easier life of a bandit, · He was notorious for his daring and for cunning and, after a number of years, came to the attention of General Tsen Chun Hsuan, who was then Viceroy of Kwangtung and Kwangsi. That worthy official decided that he could make use of this adventurer, so he promised to reclaim him and offered him a post in the army as lieutenant it he would give up his life of banditry and become a loyal and peaceful subject of the Em peror. Upon an assurance being forthcoming that the offer was a genuine one and that he and bis follows would not he led into a trap, Lu surrendered to Gep. Then and became a soldier, awearing that he would devote his life to his country.
War On Banditry. Lu commanded an expedition against other bandit gangs in his home province and was very suc cessful so successful in fact was he that he was made a lieutenant- general.
In 1914, Gea, Lu became Tutuk of Keangtung, ncceeding his fel- low-provincial. Lung Chỉ Kuang, who likewise had started as coolie, and became a bandit.
*
Marshal L held his post for several years and succeeded in sup- pressing a number of rebellions. In the Civil War of 1917 and 1918, he joined the late Dr. Sud Yat Sen, and became Minister of War.
"It does not matter what man you put in office, whether he is a noted scholar or a man chosen for his good atine, as SOOD as he is put in office as a district magis" trate he succumbs to his enviran-

The control of finances is at the root of all re- form. When a man takes office and has control of the taxes he finds that by yielding to the custom of the place, he can make many tens of thousands of taels without an effort. What is needed is that the people should stand up to the rapacious collectors, and refuse to be squeezed. When the common people are educated up to this point we may expect to see change in the mandarinate
Borodin's Confiscation Policy. < We are sometimes accused of favouring the urban population at the expense of the farmers, but this is not so. The prosperity of the farmer is bound up with the pros perity of the city If the people in the cities are impoverished, the farmer will find it difficult to get sale for his produce. We do wish to assist agriculture and, in this connection, I will tell you of an incident that happened when I wa in Nanking.
ย
Following the expulsion of Dr. Sun, Lu and bis colleagues were forced to withdraw. This was for but a short period and the party, in the following year; recaptured Canton and Lu was made High- Commissioner of Defence "for the Kwangsi Borders in 1992. He did not hold this position for long, for be was again driven out and has since been in retirement.
Early in 1823, Marehal Lu came to Shanghai and afterwards went to Soochow where he established his permanent residence.
Safety Precautions.
It appears that during his re gimes in Canton, Marshal Lu did very well with the not get on people: he is said to have exacted huge tolls from them and to have killed at random. For this be in- curred the hatred of practically everybody, with the result that, when the Nationalists arrived in Soochow, an order was issued and enforced for, the confiscation of bis properties, amounting in value to millions of dollars.
