The Fortnightly Price Current and Market Report issued on Satur- day by the Hong Kong General PROPOSED CHANGES IN THE | Chamber of Commerce states:-

ORDINANCE.

At the next meeting of the Legis lative Council it is proposed to introduce an ordinance to con- solidate and amend the law with respect to unclaimed, balances. The objects and reasons of the new men- sure, which will take the place of the Unclaimed Balances Ordinance of 1885, state :~~-~

1.The Unclaimed Balances Or. dinance, 1885, provided for the transfer to the general revenue of the Colony of the following:-

(a) All sume of money, which, at the passing of the Ordinance, had remained unclaimed in the Treasury for a period of¦ at least five years. (b) All sums of money, other than balances of an intestate cetate, which after the passing of the Ordinance should remain un- claimed in the Treasury för at least five years: for this an order ander the hand of the Governor was required."

Market values for woollens in general have declined and dealers are finding it difficult to obtain margins. Clearances have been fairly satisfactory but the demand from Kwangsi has fallen off.

COTTON YARN.-Since our last re- port, market has ruled quiet, but prices are unchanged. Nominal quotations are follows:-No, 10 at $170 to 8190, No. 12s at $180 to 8195, No. 169 at 195 to 3200, No. 20s at $200 to $205. Arrivals nik shipments nil, sales nil, unsold stacks 1,400 bales, bargaina 6,400 balos.

of the deceased. The adver tisements were to be published after one year had "clapsed from the death of the deceas ed, and were to state that the funds remaining from the estate would be transferred to the general revenue if no claim were made within five yenre from the death of the deceased:

(d) To transfer the funds to the general revenue an order of the Göverhor was, by section 5 of Ordinance 1 of 1885, re- quired, and to enable such order to be made a certificate had to be furnished by the official administrator showing that advertisements had been made and that no claim could be reasonably expected against- the estate.

3-No provisions were made to meet the cases in which, the neces sary advertisements had not been made nor where administration had not been obtained until five yeara bad expired since the death of the intestate.

4-Cases have arisen in which these events have happened and there would appear to be no machi- nery whereby due advertisement can now be made and the money (it unclaimed) be transferred to the general revenue of the Colony.

6.The object of the present bill

is to meet these difficulties.

6. The bill will enable the follow- ing to be done:-

(a) All moneys which have re- mained unclaimed for at least five years in the Treasury or in the accounts of the Govern- ment or of any officer thereof to be at once transferred to the general revenue of the Colony. (Clause 2).

(b) All moneys, other than bal-

ances of inteatute

estate, which have remained unclaim. ed for five years to be trans-- ferred to the general revenue of the Colony.

This will now be done by order of the: Governor under the band of the Colonial Bedre- tary, as it is not considered necessary that the Governor should personally sign such order. The order" and any conditions attached thereto will be published in the Gazette. (Clause 3).

(c) By clause 4 the ocial ad- ministrator, if the next of kin are not known to him, to cause advertisement to be published in the Colony and, if he considers it desirable, also in suy place where it appears probable that persone entitled to share in the re- sidue of the estate may be found.

The period allowed for the claim is five years from the date of the advertisement. (d) The official administrator is by clause 5 to pay anclaimed balances either into the Trea- sury or under the direction of the Treasurer into aÐ ̧RC- count of the Government at a named bank.
