THE NEW PRAYER BOOK,

[FROM OUR OWN CORRESPONDENT.]
LONDON, October 8th." Lord Derby holds the proud position of being at the head of the winning race borse owners in Eng- land this season. It is said that he has obtained over £80,000 in stakes, which is a very useful sun for one of the wealthiest peers in the country. In the last ten years Lord Derby has won £300,000 by his horses in the shape of stakes, one may suppose that his sport coste him nothing. Four years ago the Aga Khan was at the head of the winning owners with a total of £14,000 for the season in Eng. land, and in the following year he
was at the head in Ireland.
Needless to point out the ex- penses of a first-class stable are enormous, and the capital involved runs into very big figures Lord Derby's horses are estimated to be worth a million pounds. It takes years to establish a stud. The Aga yearlings to form his stud in Ire land, and it is not long since it was computed that his horses in that country were worth three- quarters of a million.

Lord Grey congratulated the city on the new building with its healthy and cheerful surroundings. He said that we had not yet got an ideal system of education in this country. An ideal system would be one in which the highest, most | advanced, and
expensive education was devoted solely to those of the youthful material of the country who were most capable by their abilities of profiting by t We had not reached that point, nor were we near it. Today a great deal of the highest and most ex- pensive education in the country was given, not to the material which was most fitted to profit by it but to those whose parents were able to pay for it. A great deal of the promising material did not have the advantages of the highest educa tion because the parents of those children were not able to pay for it. But every school like that which he was opening was bringing higher education within the reach of those parents who could not pay for it. That was an advance towards a better system of education. In these days the State had to consider economy. The school had been built by public

It is men like Lord Derby who confer distinction on racing, for it is well-known that they are in terested in it for the sake of the sport and not because of any com- mercial considerations. Their con- nection with the Turf maintains racing at a high level whatever cise may be said on the subject and there are plenty of unfriendly critica. It is interesting to note that Lord Derby has not set fact on a race course this year. But he is as keen ever about his horses, because he loves racing for the sport alone,

considered as merely cutting down expenditure, but there was another aspect that money should be spent, but with care taken in the spending. of it so that the State got a good return,
It was a real waste if money was not spent in providing education for those who were capable of taking advantage of it. In that school that purpose would be served. More than 40 per cent. of those who found places in the school would be those who had proved that they were worthy by gaining scholarships, and the rest would have passed an examination that would prove that on them a high education would be usefully spent.
