A few criticisms by a fockholder [relieved the customary: monotony of the Bank of England halfyearly meeting last month, but Mr. Mon- tagu Norman, the governor, - Was not to be drawn. He deprecated public discussion of the Bank's policy.

Mr. E. T. Hargraves suggested that the constitution of the Bank was archaic, and should be revised. He referred to criticisms passed on the recent action of the Bank of England in regard to the large increase made in the reserve, and to comments made in the Midland

Bank's review.
