GOVERNOR'S EDICT RAISES
A STORM,
Hoxe, August 8th. Roman cat lovers have been much disturbed by an edice issued by the Governor to put an end to those lec-and-easy eat homes which have existed so lang in open spaces like When John King Day, a prefect Trajan's Form the loman Forum of Stamford Grammar School," apani precincts of the Fantheon and peared at Stamford Petty Sessions other ancient monuments. The Roman papers, however, were dent alleged to have taken place at the school on July 19th, because immediately Alled with letters of Davis did not attend A cricket protest. It was preposterous, this match. In addition to being a pec- tutelage of the Society for the feet of the school, Day, who is the Prevention of Cruelty to Animala son of Major H. When the case, was called the Ohairman of the magistrates asked whether there was no possibility of settling the matter without taking I suggest it would be it further. so much nicer if it were not fought out," he said,
Three Strokes. Mr. H. Kelham, who represented Davis, replied that it was rather late in the day to take that courte.
The
ease would probably never have been brought before the Court had it not been for the attitude of the headmaster of the school when he was approached by Mr. Davis.
After consultation with Mr. Davis, Mr. Kelham told the magis trates that Mr. Davis wished to withdraw the core. At the same time he was rather surprised that when he wrote to the governors of the school and placed the mat ter before them they made no at- tempt to talk over the matter or try to settle it.
He had only brought the case after careful consideration, and having no doubt that excessive punishment. was administered, to his son.
Mr. Godfrey Phillips, clerk to the governors of "the school, who appeared for Day, said that had the case gone on the allegation of excessive punishment would have been strongly denied They con sidered that the three strokes that the boy received was pot excer- sive..
HEADMASTER'S VIEW.
The Rev. J. D. Day, headmaster of Stamford Grammar School, Lin- colnshire, made a statement with reference to the case in which he said: "
The case has aroused so much comment in the Prese and stirred up so many writers of anonymous letters-all ill-informed, and most scurrilous-that I feel that cer tain facts should be brought to the public notice."
Day has always carried out his prefect's duties with discretion and kindness. Davis has through the case behaved in the proper sporting spirit.!
Before The Prefects. When brought before the pre- fects for cutting games be made no protest,, when he received the three etrokes. with the cane he made no murmur, and when he got home I gather that he made to complaint, and it was only by accident that his parents dis- covered that he had been beaten.
The authority to use a cave-is given to housemasters and pre- fects, who require it for the general discipline of the school, for which they are responsible. It is not given to masters for teaching purposes, as a cans is of no more use than a aledge.. hammer, as a means of instruc. tion.

A pre- fects' book is kept. and regularly inspected by me. Is it a prefect who beats a boy has to enter the date, the nature of the, offence," and the punishment given. This punishment has to be witnessed by another prefect, who adds his signature in the "book" (Continued on next Column).
Moreover, though this was only whispered, there are Roman citizens, lineal descendants of sa cient Romans, who practised a eat cult under the benign and broad- minded rule of the Emperors, who will find it a veritable hardship. For these lineaf descendants enjoy a cat as much as an Englishman en- joys a hare. And where will the supply come from if the Forums are depopulated?
Fortunately the edict was with- drawn, and once more Roman, cat lovers feel they can take their an qual holiday without warrying about the denizens of the Foruma.

Father's View..
Mr. A. C. Davis, father of the boy, said:
On the Saturday afternoon, the school half-holiday, when I claim to have jurisdiction over my boy, he was taken by his mother' to the doctor's to be examined, pre- paratory to having an operation for the removal of his tonsils." Until that afternoon we did not know that he would have to go to the doctor's that day, so it would have been impossible to notify the headmaster on the preceding day,
His mother bad to take the boy to the doctor again on the Mon- day, after which he went back and played cricket
His mother gave him a letter
of excusal, but unfortunately
wrote Monday instead of Bator- day. My boy told the prefect that it was on the Saturday that he was at the doctor's and that he was playing on the Monday.
My boy was beaten on the Thursday. Oa the Saturday night his mother found bruises which were so painful that the boy winced, After being in the infirmary three days they had to send him home without operat- ing for the removal of his ton sils, as they could not get his temperature down and the bruises were still visible and painful,"
I was prompted to withdraw the case only under considerable pressure from the mayor, who is vice-chairman, of the school governors. It was the first and only time that the lad had missed playing or watching a match that
