GENEVA, Sept. 7th. The German Chancellor, Horr Mdeller, who heads the German League of delegation to the Nations Assembly in the absence of Dr. Stresemann, and whose conversations with M. Briand, on the subject of the evacuation of the Rhineland have been arousing auch interest, made his maiden speech at tho League Asstmbly tsy.
