A Long Inquiry. It will be seen that the Commis sion is not composed of persons with famous names. But that is perhaps all to the good. When one comes to consider the matter the relations of the police of the people is a human question as well as a legal and constitutional question, and what is wanted of the Com missioners holding the inquiry is a knowledge of the world and a fair
