LONDON, August 18th. The echoes of the Sir Leo Money and Miss Savidge case are still heard in the land. We have had an inquiry into that notorious scandal commonly known as the Hyde Park case by three Commissioners specially appointed for the purpose. One result is that Lord Byng of Vymy has become Chief Commis sioner of Metropolitan Police with power to re-organise the Force from the inside. Now we have the antralia applicants for permission to nouncement this week of another leave the country have to produce inquiry in the shape of a Royal documents showing that income Commission with instructions to go tax claims have been fully paid, into the wider subject of

and the possibility of applying general powers of the police in similar measures in this country their dealings with the public and has been considered. the investigation of crime.

Although the inquiry is to be of the gain to the Revenue would not gar Theatre: "Irish Hearts." a general character, which is neces be sufficient to justify the an sary and desirable, the Commis noyance thereby caused to large Tez Dances: HK Hotel, 4.30 sioners are to examine specifically numbers of British subjects mak{pm; King Edward Hotel, 5 p.m. the practice followed by the policeing short trips to the Continent Dinner Dance St. Francis Hotel. in interrogating or taking state- ments from persons interviewed in the course of the investigation of crime. And they are to have most careful regard to the police prac tice in relation to the liberty of the subject.

A Long Inquiry. Everyone seems pleased and gratified that these are the lines to be followed: The investigation is narrowed to something like the Money-Savidge case that gave rise to it and to similar events. In this country there is the fixed resolve that the police shall always be the scrvants of the public and not its masters Be is the case elsewhere. The Commission is not to rave round the compass, as it were," to get at the facts, but it is to rove outside London into the coun- ties of England and Wales and to find out what are the methods adopted by the County Constabul: aries in dealing with the public, asy,

well as with the methods of the police in London which have dis turbed the popular mind.

The Commission. Taken as a whole the members of this Royal Commission are not very well-known to the public. But the names of a few are fairly familiar. Lori Lee of Fareham has had good experience as Chairman of Royal Commissions in the past. Lord Ebbi sham, better known as Sir Rowland Blades, recent Lord Mayor of London, is of course a magistrate and used to court procedure. Then there are two business men, a men- ber of the Labour Party, and two wamen. One of the last named is Miss Margaret Beaven, Lord Mayor of Liverpool, the first woman Lord Mayor in the country, who is known in her native city as the "Little Mother of Liverpool on account of her social activities on behalf of the poor and especially child

ren.

It will be seen that the Commis sion is not composed of persons with famous names. But that is perhaps all to the good. When one comes to consider the matter the relations of the police of the people is a human question as well as a legal and constitutional question, and what is wanted of the Com missioners holding the inquiry is a knowledge of the world and a fair

amount of common sense..........

We often hear criticism of the postal service, and especially as regards the telegraph side of the work, which is charged with lack of enterpriee, and there is something in this.
