A Kuo Min message from Peiping announces that a report is current that a loan of $5,000,000 has been made to Chang Tsung Chang by the Japanese. This rumour has caused great indigna- tion in Chinese circles. Six military aeroplanes, shipped by Chang from Japan, have arrived together with several Japanese pilote.

Chang Tsung Chang is reported have telegraphed to Pei Chang Hai that he is prepared to yield. Pei Chung Hsi replied that in that case he could reorganise his troops into Nationalist units, but that he himself must retire. A Reuter cable states that Chang's offer has been rejected.

There are further reports of skirmishes between Nationalists and Northerners in Chihli, in which it appears that the Nationalists have been successful. No really decisive action has been fought,

The Chinese authorities have agreed to pay compensation for damage done to the Kaiko Mara by shellfire. They will also punish the guilty, apologise to Japan and give assurances for the future. The incident is thus considered to be closed.

Chiang Kai Shek and Yang Shu Chwany, Commander-in-Chief the Nationalist Navy, have formulated a programme of expan sion which includes the immediate construction of more gunboats and the opening of a naval academy in the near future.
