General Pei Chung Hsi, who is in command of the Nation- aliat expedition against the Northern troops in Chibli, bas called on the Consular Body and given his assurances for the safety of foreign life and property in the Peking-Mukden Railway zone. His attack is solely against the Chibli-Shantang remnants who refuse to become incorporated under the Nationalist regime, and would be called off immediately if only Chang Trung Chang would " agree to this reorganisation of his troops.

There are various reports of the activities of this expedition. It would appear that there have been some minor skirmishes of an indecisive nature, while Pei Chung Hsi is ready to order s egeneral attack in three days' time. According to Japanese reports the local commander at Tsingtao has followed the inclination of his troops and gone over to the Nationalists, and the whole of Shantung is now under Nationalist rulė.

The Central Executive Committee have issued a. tentative list of Chairmen of Councile. Cables on this subject from Reuter and the vernaen ar Press are identical, except in the case of the Chairman of the Judicial Council. The vernacular papers state that the suggested Chairman is Wang. Ching Wei, a prominent Kuomintang member and leader of the Left Wing, while Reuter Dames the well-known jurist Wang Chung Hui, a fairly recent convert to the Kuomintang who was formerly appointed by the Peking Administration as Delegate to the League of Nations.
