When the Hyde Park endal occurred an inquiry was being held in relation to the night life of the West End and street offences in † riá that part of London, arising out of Europe vid Siberia'" (Suiyang), 6 arrests by policemen, and police re- gulations were called in question." Then came the case of Sir Leo Money and Miss Savidge, a rumpus in Parliament, public indignation, and the appointment of a special Tribunal to investigate the police treatment of the girl by taking her away from her place of business and putting her under a strict cross- examination at Scotland Yard. The police feel that as a Force they are under suspicion regarding the fair treatment of the public, and that the old, good relations have been disturbed."
Lord Byng's New Appointment. The fact that Viscount Byng of Vimy is to leave his retirement in a.few months time to become Chie! Commissioner of the Metropolitan Police has created a mild sensation. An impression is conveyed that something is wrong with the Force. It was certainly a little unfortunate that the official announcement of Sir William Horwood's retirement as Commissioner was made just now when the Tribunal appointed by Parliament to inquire into police action in regard to the Savidge case is preparing its findings. There is no connection between the retire ment and the recent prosecution concerning morals in Hyde Park: but colour is given to the supposi tion that such is the fact.

He is a Vis- count, a General, an ex-Governor- General of Canada and therefore a very big gun for a Chief Commis. sioner of Police. His "stern duty" will be to introduce new methods at

exalted note raised a shout of laughter in the House of Commons, and the Home Secretary speedily brought down to brusk tacks. He was reminded that Sir William Horwood is 30, and Lord Byng is nearly 68, and why, there fore, if the former is too old for the past is the latter chosen when he is older by six years? The official reply was that Lord Byng is the best man that can be found for Commissioner.
