Fighting suddenly broke out at Cheloo on Sunday night. The efforts of Japan to influence General Chang Hauch Liang and dictate the policy of Manchuria have been countered by a sharp protest from the Nationalist Government. It is pointed out that the question of Manchuria's alliance with the Nationaliste is a matter of internal politics, and that Japan is totally unjustified in her attempt to interfere. The Japanese reply is that the Consul General was merely giving advice to Chang Hauch Liang, hoping that he would devote his energies to maintaining peace and order in his own provinca, rather than mixing in the political whirlpool of China, Japan's action constituted no interference, with Chinese politics.
It is reliably reported that in consequence of the Japanese attitude General Chang Hauch Liang has decided not to bring the Three Eastern Provinces into line with the Nationalist Government, and therefore has not sent the circular telégram announcing the alliance,
