SHANGHAI COMMISSIONER.

There is a feeling of uncertainty concerning the attual steps to be taken with regard to the treaty between Japan and China. This is due to the fact that the Nationalist Foreign Ministry, though apparently prodigal of statements to the press concerning their attitude, have neglected to send any communication to Japan upon the subject. According to the spokesman of the Japanese) Legation, C. T. Wang. the Foreign Minister, has not shown himself very helpful to a clear understanding of the position, for having told the Consul General at Shanghai that China did not intend to repudiate the treaty, he then went to Nanking and, told the Consul there that he regarded the treaty as already repüdinted. The vernacular papers report that the Nanking Foreign Ministry will soon send an official note to the Japanese Minister, at Peking.

The Garrison Commissioner of Shanghai, Chien Fa Chun, has 'detained a big consignment of arms and ammunition which ar rived in Shanghai last week and was intended for General Lia Hsiang General Liu is now operating in Szechuan and is cp- posed to the Nationalist interests, It is said that he is acting
