The Fengtien delegates have now returned to Peking from Tangshan, where the Kuomintang leaders are continuing their disarmament conference No definite result was reached after dis- cussion of the Fengtien proposals. Marahal Chiang Kai Shek will soon return to Nanking as the generals have reached satisfactory agreement in questions of disarmament, and as the Central Exc- cutive Council meets on August 1st. The other three Southern leadors will also be present.
The Foreign Ministry has issued a note terminating the three conventions relative to frontier trade between France and China, and proposing that representatives be appointed to negotiate a new agreement upon a basis of strict equality. Meanwhile in- terim regulations are being promulgated in order to maintain land trade.
The Opium Suppression Committee is making a great effort to stamp out the use of the drug in China. In accordance with a plan laid before the Government Council, any Government Official who is found smoking opium will be permanently dismissed, as will' all officials who are found to be negligent in their duties of sup- pression. Opium smoking among the people is to be suppressed completely within six months.
It is proposed that the new domestië Industrial Bank shall be formed with a capital of $100,000,000. Only one tenth of the cupi- tal will be offered for public subscription. The main object of the bank is to promote native industries. FRANCE'S TRADE CONVEN- ] **
