One of General Chang Hsueh Liang's representatives, when at Tientsin on the way to Peking. reviewed the attitude of Man- churia towards reconciliation with the Nationalists. He pointed " out "that Manchuria had done everything in her power to aid this reconciliation by withdrawing troops. The question of the flag... should cause no difficulty, as even the five barred flag which Man- churia 'flies at present was adopted as the Nationalist fing in the first year of the Republic, and was duly accepted by Sun Yat Sen All the Manchurian military leaders are working in complete agreement under Chang Hsueh Liang.

There has been something of a sensation caused National Financial Conference by the rejection of the Kwangtung Provincial Finance Commissioner's proposal that Kwangtung should be allowed to work out her own tax schemes for at least a year independent of the Finance Ministry. The reason put for ward was that Kwangtung had incurred very heavy debta since the foundation of the Republic. The proposai was rejected on the grounds that other provinces alac had debts, and, that uniformity was essential.
