No doubt in the old days when a very small percentage of the men in the ranks could read and write, it took a long time to train the private soldier; but now the edu çational standard of recruits is high, and the intelligence of Mr. Tommy Atkins is of a very different order. Should Sweepstakes Bo Taxed? The favourable reception, given to the proposal to introduce the Totalisator on to racecourses is probably responsible for the suger- tion now put forward to tax sweep- stakes. The Oldest "Savage," London cont 'ns characters, who are known in cer- many queer tain circles but are seldom heard of outside.. One of these was Mr. E. J. Odell, or "Old Odell" as he was always called, who has just died at the age of 93. He may be properly described as the last of the Mid-Victorian Eohemians, and was the oldest member of the Savage Club, the famous literary rendez the great Duke of Wellington, about vous in Adelphi Terrace. He knew whom he could relate many curious stories, and he also knew most of the famous people in London during the last half century or longer.

Other Prime Ministers have left very little wealth. Sir Robert Peel and Lord Beaconsfield were two not- able examples. The exceptions are anxious to be taxed, but because it provided by men who had private would mean the legal recognition of sweepstakes. At present the authorities ftown on them, and try. by warning and prosecution to sup press then; but sweepstakes are an established institution, so that this affection of austere virtue is simply vexatious without being effective. The law seems to be administered in the spirit of the Puritans, who put down bear-baiting, not because. it gave pain to the bears but be cause it gave pleasure to the people. Sweepstakes on the Derby are as old as the race itself. Everyone takes his or her ticket in one or another of these sweepstakes, and, whether to win or lose gets full value for the flutter.. It is urged that the law ought not to interfere with what the public conscience docs But whether the authorities remain stubborn or not, sweepstakes will continue their popularity unabated. The Chan- cellor of the Exebequer might, therefore, just as well make, the most of it, and take a toll of the total subscriptions. This, at all events, is what is being urged upon Mr. Churchill, and, through him, an Parliament.
