The loan is reported to be $5,000,000 and the negotiations have been placed in the hands of the merchants under Government supervision. The money thus borrowed will be entirely de voted to the resuscitation of the Central Bank of China notes and to the promotion of cative indus- tries. The Canton merchants are most enthusiastic over the affairs, as to them, promotion of industries is far more important than a boy cott of Japanese goods.
The second point in Mr. Ip's proposals is the collection by the Government of balf a month's re- venue in advance. Revenues are acceptable in the Central Bank of China notes only and when this is done an enormous number of bank notes still in circulation will be re- ceded and the number still in cir culation will be small.
