The reports of two Home Office inquiries completely exonerate the chief constable of St. Helens, Lan cashire, Mr. A. R. Ellerington, from charges made against him by members of the local watch com mittee.
The first inquiry was held Th November 1027 into the appeal of Mr. Ellerington against his retire ment by the watch committee for conduct alleged to be "unbecoming": to a chief constable. The members of the inquiry, Sir Henry Mad- docks. K.C., Recorder of Birming- ham, and Sir Leonard Dunning, Inspector of Constabulary, report ed that:

charge of misconduct against Mr. Ellerington was and is not proved and the allegations against him
and untrue were made mala fide with an ulterior object.

The proceedings of the watch committee were irregular and an abuse of the disciplinary powers
vested in them.
They recommended that:
The Secretary of State should order. Mr. Ellerington to be rejostated in the force, such reinstatement. to take effect with full pay and service as from September 26th, 1027,
Mr. Ellerington should not be required to pay any part of his own costs of the appeal.
Mr. Ellerington told a Daily Mail reporter: The report of the Commissioners speaks for itself. T am very pleased by the way in which all sections of the community have stood by me.

TWO ALDERMEN AND THEIR SUPPORTERS.
The second inquiry was held last March and April by Mr. T. Hollis Walker, K.C., Recorder of Derby, and Mr. C. de Courey Parry, Inspector of Constabulary. They were appointed by the Home Secretary, Sir William Joynson- Flicks, after the watch committee had refused to recognise the first inquiry.

NEW YORK. Mrs. Nancy Lee Nannetti, of Oakland, California, is the modern Androcles. She risked her life to save that of her pet lioness Princess after veterinary surgeons had re- fused to accept the animal as a patient.
Princess is a huge beast and has been her mistress's pet for several years. A thin splinter bone lodged in her throat, causing her much pain. She came whimpering to Mrs. Nannetti, who took her to a doctor. But the risk of putting his arm down the lioness's throat, was regarded as too dangerous by that gentleman.
So Mrs. Nannetti decided to do the job herself.
Crucial Momant.
She forced open her pet's jawa and thrust her arm down until she could feel the splinter. Had Princess closed ber jaws or sudden- ly drawn backward with pain she would have mangled the arm, aut, she submitted patiently to the operation-even though her mistress was unable to remove the bone.
Mra Naucetti managed, however, to dislodge it, and the lioness swallowed it.
In gratitude for her deliverance from pain Princess fawned on her mistress and licked her hand.

police dog system of Germany, by which the Alsatian dog is so well trained as to become invaluable for the suppression of crime. Michalke maid:

Crime statisties have proved that the police in their fight against the Berlin criminal can not do without the tracking dog in their work. German criminals know so much of the record of the shepherd dogs, as they are 'called it that country, and are 30 much afraid of them that they invariably give themselves up as soon as a dog appears on the scene.
The detective explained how thousands of the dogs are trained. and have to pass strict examina- tions, before they are certified for police work. When fully qualified they will obey any order given by their certified “handlers."'

We are driven to the conclusion that the alderman, who all along| had a shrewd suspicion as to the origin of the letter, was anxious, that Mr. Ellerington should not find it out. He intended to obstruct the chief constable's legitimate inquiries and provok ed him by offensive suggestions of dishonesty,

Each dog has bis special handler, who has also been train- ed and has trained dogs.
Not only has the dog proved his worth for tracking criminals, but also in the service of the com- munity. When children get lost in the forests the police dog is quickly on the scent. At some of the biggest institutions for the blind there are specially trained dogs of this kind who lead the blind daily without assistance through the most crowded city street to their place of work.
Murderers Traced.
The guarding dog is handled by a police officer in plain clothes. He takes the animal through all the criminal frequented parts of the city, and when information is received that a wanted criminal is coming that way he passes on his the dog. The animal immediately sets off on a search of, dikes, narrow streete, and, alcoves where a man might hide. When it finds the man it holds him up and barks until the handler edmes. Although only

Whenever an officer is informed of a crime to which there is no clue he is obliged to set to work immediately with his tracking dog. If there are any foot-prints left by the criminal they are covered up with boarda until the' dog has got the scent from them. Then it goes off on the track. By this means a great many murder- ers have been traced.

They have not wished or tried to work with him, and it is they who are to blame for a situation which must in the long run undermine his authority and impair the effi- ciency of the force.
We venture to express our doubts as to whether the chief constable of a borough should be at the marcy of a temporary majority of watch committee acting perhaps on party lines, either in reference to breaches of discipline in the force or in regard to his own tenure of office.

Mr. Ellerington as a man. He has many good qualities. My criticisms have been because think he did not help in the direction of efficiency and con- tentment and because I am satis- fied that he has not the sort of mentality to make the best type of chief constable.
Alderman Boscow said:
I have no ill-feeling against the chief constable personally and have never shown any. We shall take no action before having a watch committee meeting.
