Amazing revelations were made recently to the Daily Mail of methods adopted by unscrupulous bookmakers and professional back- ers to defraud the revenue by evad- ing payment of the Betting Tax

It was stated by Mr. D. L. Crimp, a member of one of the

Mr. Crimp gave evidence on tax evasion before the Commercial Committee of the House of Com- IT.OD$. So impressed was the com- Dittee that a special report is to be made to the Chancellor of the Exchequer.

Mr. Crimp told the committee that he was satisfied that a certain clues of bookmaker was evading the tax on well over £700,000,000 a year.

Actually tax has been paid on a turnover of about £04,000,000 year, as compared with the Chan- cellor's estimate of £275,000,000. The actual betting turnover of the British Isles is placed at about £800,000,000 a year.

When the beta tax was under consideration the Chancellor's offi- cers were permitted to inspect the books of the firm with which Mr. They dis- Crimp is connected. covered that the turnover of that over firm in a given year was £6,000,000, and as this particular 'concern paid 1-49th of the income tnx paid by all bookmakers in the country, they assumed that the turnover for the whole country was £275,000,000.

Private Books.

"My own firm," said Mr. Crimp, "has paid the tax on every tran- eaction, but it is quite clear that,

even

on the Chancellor's figures, the tax has not been paid on all betting transactione. Why Sim- ply because the tax is driving re putable bookmakers out of busi-

ness.

There are hundreds of book mikers, such as people on the London and other Stock Exchanges, who are never registered and cer tainly do not pay any tax. These men make a private book among their friends and associates and pay out at starting price.

They are in every way book. makers, and on the London Stock Exchange alone hundreds of thou- sands of pounds a week change bands in bete, but no tax is paid. What happens in London happens in other big centres like Liverpool,

Manchester, and Glasgow.

In my view there is only one way to put this matter on & sound basie, and that is by increasing the Licensing charge and imposing a graduated scale of tax."

Shillings For Pounds. Uuscrupulous bookmakers and professional backers, Mr. Crimp said, have formed an organisation which does its real betting through a clearing house established in the City of London. It is not a par- ticularly big office, but it is suffi ciently and efficiently staffed, and

is connected with all the large pro- vincial centres by private telephone lines.

PATIENTS WELL TWO YEARS AFTER

Dr. G. E. Birkett, radiologist in the Manchester Radium Institute. supplica (in the Lancet) remarkable figures of success in the radium treatment of cancer in the various parts of the mouth. For some rea- soa men are the chief sufferers from the disqzzo in this region. Dr. Birkett says that ulceration in the mouth persisting for more than two weeks in a person over 30, should arouse suspicion.

During his investigations he found that of the patients treated with radium in 1928, 41 per cent. of those treated for days or more are well, but of those treated for less than 7 days only 2 per cent.

In 1927 similar results were at- tained, but Dr. Birkett says that these are too recent to be claimed. LA more than apparent cares. Many of them were far advanced,

and. (be adds) absolutely beyond the hope of surgery. It, there fore, radium can effect the disap- pearance even for a year of all clinical signs it has a claim to consideration in the early acd operable type of case.

One of the advantages of radium in dealing with cancer of the ton gue is that it does not involve`re- moval of part of the organ.

The Bishop, of Guildford (Dr. Greig), at Woking, Surrey, said that the conditions under which Englishmen were living over-sens || ere a serious reproach to the Church at home. He added:

No grenter damage can be done to religion than the neglect of the Church's primary duty; We have prefer- red to think of the needs of any other race than our own. Nothing has been done,.comparable with the needs, for the Mercantile Marine.

A COURT CASE.

In a betting duty prosecution at Birmingham, Francis Charles Bar- rall, a bookmaker, of Alston-street, Birmingham, was fined £20.

But the bets they make to do this pass through their own books as so many chillings, and on that meagre sum the tax is paid, but actually every shilling repre sents 21 and therefore the Govern ment is defrauded on 05 per cent. of the actual turnover.

The scheme works thus: makes a bet with B of £20. He wing at 4 to 1 B has entered this het in his books as one of 25%. 'and' therefore scuds A a cheque for £3. At the same time he notifies the clearing house in London that it is to pay A in cash £95, for se- tually A on his bet of 225 has won £100 but only received £5 from B. All transactions through the clear- ing house are in cash so that they cannot be traced.

There were five summonses against him, two for failing to re- cord a bet and the others for fail ing to issue tickets to persons who had betted with him showing that the proper betting duty had been paid."
