LANCASHIRE MERCHANT'S
EXPERIENCE.
FUNDS FOR FAMINE RELIEF.
Mr. John D. Barlow, of the mer chanting house of Thomas Barlow and Brother, has recently returned from a visit to China. In addition to his investigations into trading conditions Mr. Barlow made some study of social and political affairs.
In his view, according to "Com mercial" (Manchester), any con- siderable" revival of trade with China depends on two factors: firstly, and most important, the of civil warfare, and cessation secondly good harvests.
Mr. Barlow investigated the com- petition of cotton mills in China with Lancashire products,' and Inbour conditions in these native mills. Most of these mills, said Mr. Barlow, are outside the Shanghai Concession. There seem to be three groups—those managed by British firus (such as Jardines), which are the best managed: Japanese-owned

It is difficult to get permission to go over these, as naturally managers do not wish their methods, which are un doubtedly open to criticism, to be seen and talked about.
"I was fortunate," he said, "in being able to look over one of the best-managed Chinese mills. They used the low-grade local Chinese short-staple cotton. The particular mill had rather fewer spindles than the typical English mill It was complete in that it did every process from taking in the raw cotton to sending out the grey goods packed and marked in bales for direct shipment up-country. Most of the
machinery was of British make either Dobson and Barlow or Platts
