There are many reports of different aspects of the situation at Tsinan, from which it is clear that the state of affairs is extremely serious. At the same time there is some lack of cer- tainty in the messages, due to the fact that communication: between the Japanese troops is the city and the outside world has been of the scantiest, even when not entirely interrupted. Communication is now being maintained with the aid of one deld wireless act..

There seem

to have been atrocities on both sides. Six *Japanese women have been outraged and murdered, while other Japanese residents are missing,, with the very distinct possibility that they have heen killed. Fürthermore the houses of Japanese and other foreign residents have been systematically plundered. It is however announced that all nationals, other than Japanese, are safe. On the other side, Japanese have raided the offices of the Shantung Commissioner of Foreign Affairs, Mr. Teai Kung Hi, cut off his cae and ears, and murdered him and all his staff in cold blood.

The main hope for a settlement of this incident lies in the fact that Marshal Chiang Kai Shek still appears to be working with the Japanese military commanders, in the hope of restoring discipliné among his disordered soldiers. They are, however, no much out of hand that they even maltreated a Japanese negotia tion officer, travelling under the express safe-conduct of Marshal - Chiang Kai Shek

Discounting the Chinese claims that the origin of the trouble was entirely owing to wanton and utterly unprovoked attack upon prateful Southern troops, there appears no doubt that the fight- ing arose from repeated attempts by the Nationalists to force their way into the Japanese Settlement, and their refusal to abide by the terms of the agreement reached between the leaders. They were, in fact, bostilo to the Japanese from the outset.

The Japanese Commander is acting in very determined fashion. Learning that Sun Chuan Fang and Chang Tsung Chang were plan- ning to take advantage of the present troubles to make an attack upan Tsinan, he has bent them a strong warning not to approach the city. The vernacular papers also report that he has issued an "ultimatum, that all Nationalist troops must be withdrawn to
