LONDON, Apr 1st. General James Cadogan Parkison Bailie, an Indian. Mutiny veteran, died yesterday at the Norfolk

When the War broke out in 1914 he returned to England from Brus. sel, and volunteered for service, but, owing to bis age and rank, the War Office could not accept his offer.

Despite his great age he was very active, and cramped long distances.

Many people think of a police Court As a place where you find crooks. As a matter of fact not 10 per cent of these brought up at our English polies courts are crooks. More than 100 per cent are just! ordinary people who have made tools of themselves. in some way, usually a small way, and if given a chance, they do not come up agsin

Crooks are too cunning to be easily landed in a police court, although, of course, they are some- times.

In my time I have come in con- tact with various branda of crooks, from the "educated, well-groomed crook who was a member of a lead ing West End club, a fellow of a learned society and had published a book on Egypt (he swindled far and wide), down to the East End street-corner Socialist who was not above rebbing the poor while wait ing
