LONDON, March 17th. This week the House of Commons gave a second reading to the Race course Betting Bill introduced by Major Glyn as a private member's measure to legalise the Totalisator. The Government had announced that they would leave the Bill to a free vote of the House, and then if sufficient support were forthcom ing facilities would be given for its progress towards the Statute Book. But while the Goverment are pros fessedly friendly, it was disclosed in the course of debate that the Cabinet are at sixes and sevens over the matter. Two Ministers are, how. ever, in favour of the "Tote," Mr. Churchill and Me, Guinness.
