SHANGIL, April 4th. It transpires that when Mr. MacMurray and Mr. Hwang Fu met at Shanghai on February 28th, both expressed an earnest desire to settle the Nanking Incident. They authorised, the American Comml-General, Mr. E. S. Cunningham, and Dr. G. Wood, chief of the American and European section of the Nationalist Foreign Ministry, to take up preliminary negotiations.

The roult was that, after a month's work, the groundwork was ready when Mr. MecMurray returned from his Yangtaze trip. After two sessions Mr. MacMurray and Mr. Hwang Fu agreed to the drafts, after which the notes were drawn up and signed.

Careful perusal bears out the opinion of the Legations at Peking that the euccessful outcome of the negotiations" is in the nature of a personal triumph for Mr. MacMurray.
