It has been the custom in the past for each working member of a labour guild to take of a certain number of days a month, so as to give work to fellow-members who were out of jobs. They would force their employers to give jobs to their fellow-members, making them die charge non-union workers to create the necessary vacancies..

According to an order of the Departament these practices have not only been detrimental to the interests of the merchants, but to the Labourers as well.
