Trip, the President of the semi-official Java Bank, are opposed to the proposal being die cussed at all in the Volkıraad A petition to that effect has been signed by more than 20,000 Dutch Enst Indian business men. The petition deprecates any debate on the question in the present cir- cumstances of the Colony, where, it is said, "unrest and attempted terrorism still continue, where the police and army must remain "on the alert and the hangman fulfil his gloomy task, and while arrests and banishments are almost daily reported from various parts of the Archipelago," The petition fur- ther points out that, whatever de- cision the Volksrand might take on the Governor-General's proposal, it would be to the advantage of the discontented Javanese and would tend to widen the breach between them and Dutch authority,

But utterances of Javanese Nationalists who are cop- sidered moderate have caused the Dutch no little misgiving, and it is feared that Jonkheer De Graeff's proposal will only lead to further demands for complete self-govern- ment:
