SHANGHAI, Dec. 18th. The Customs returns for the last drawal of the recognition hitherto eleven months show that Shang- Nationalist territory, and also the bai's imports have decreased by suspension of the functions of the twenty-eight per cent., and the Soviet Commercial Agencies. The Ministry for Foreign Affairs has now instructed that this mandate be executed with vigilance.

The Nationalist

Government points out that this momentous decision has been forced on them by the startling events in Canton og December 11th.

They claim to have discovered that this uprising was made possible because the Soviet Consulate and the Commer cial Agencies were actually ac complices of the Communists, hay- ing for a long time permitted the se of their premises, as a base for Communist operations," which is a flagrant violation of international ethics.

The National Government have learned that similar risings were planned in other important places in Nationalist territory.

The elaborate programme drawn up by the Communist Party for the -destruction of the Kuomintang and of the National Government has determined the Government stamp out the Communists who have always been a source of in- calculable danger.
