LIKE PRE-WAR."

Trade prospects in Great Britain are better than at any period since the and of the world war that is the definite opinion expressed by the Federation of British Indus tries in their autumnal "Business Barometer," just published.

The foderation, with many con flicting interests to reconcile, is naturally conservative in its fore casts. Therefore a pronouncement of untinged optimism relating to trade, coming from the federation,

Kong Police Reserve Ordinance, 1914. The principal variations in- troduced by the bill are:--

(a) The oath of allegiance is dispensed with as the Reserve is purely a civil force.

(6) All penalties for breach of discipline, other than reprimand and dismissal, are abolished ex- cept while the Reserve is called put for active service.

(c) Power is given to the Governor in Council to direct that members of the Reserve 'shall be paid when the Reserve is call ed out for service.

Regulations.

The draft regulations accompany ing the Bill are as follows:

1-Every person desirous of be coming a member of the Reserve shall make application to the Cap- tain Superintendent of Police.

2.-Every member of the Reserve who is desirous of resigning from the Reserve shall give one month's notice in writing to the Captain Superintendent: provided that:

(1) no such notice shall be given while the Reserve is called out for active service; (2) shall be lawful for the Captain Superintendent to dispense with the notice in such cases as he may deem proper.

"There are many claimants for the fortune, and if my claim were established so, too, would be those of my brothers and sisters, Also, it would be necessary to ascertain whether there were other relatives entitled to share. So far as I can see there are, forty or fifty claim- ants

The fortune which, from all accounts, amounts to £113,000,000 (not dollars) was amassed by Wil

am Andrews Clark, who died two years ago. He is supposed to have left his home in the North of Ireland at the age of 20. He had gone in for law and for school teaching, but gave up these occupa tions, so it is said, to journey to Colorado. From there he went to Montana and prospected for cop. per with such striking success that he rapidly made a fortune.

* Rediscount Reduction. ** At the time our last supple- ment was written a rise in the Bank-rate seemed inevitable," says the Barometer," "and, as a con- sequence, the possibility of any further expansion of trade beyond the level reached in early summer was very remote. The unexpected reduction, however, of the United rediscount rate by the States Federa! Reserve Board in August, with the openly avowed object of relieving the monetary stringency in this country, has transformed the whole outlook."

"Looking to the future it is now possible to anticipate not only cessation of the fall in, the inter- national price level which has been in progrees, almost without inter- ruption, for over two years, but, what is of even greater moment, a progressive weakening of the forces which have been miletting against the expansion of the export side of our trade since the war, so load- ing to a restoration in the balance between home and foreign trade more nearly approaching what it was in pre-war days.
