ITS SIGNIFICANCE IN THE GENERAL TURMOIL.

PERING, October 8th. The brains are whistling again round Peking with great insistence, writes Mr. Putman Wenla in the Shanghai Times, Men say to one another as they go about their business: "Well, It has come again: who would have thought it so soon." As a matter of fact, the break with Shansi was inevitable. Ever since last May when Yen Hai Shan, the Governor, allowed himself to be influenced to the extent of seriding troops to menace the repr of the Fergtien army which was then operating in Honan ägainst the Yangtare invaders, it was plain that sooner or later he would have to commit himself definitely.

A past master in the art of Kreping his province out of trouble, his hand haa been forced by circumstances which have been stronger than his artfulness. Only last year, as Chang To Lin's puni tive proclamation against him ra calls, he was sending telegram after telegram to the Manchurian war- lord implying his help against Feng Yu Hsiang who was threaten ing his province from the region of the Kalgan railway and had every intention of driving him out. That he should have joined hands with Feng Yu Hsiang twelve months after screaming against him is no doubt not an eccentricity in republican China. Nevertheless, his hoisting of the Kuomintang flag has tarked him out for slaughter, as that Bag is bound to pariah.
