Several Schemes Tried Out. Several schemes have been plan ned and tried out by the various shipping companies for the quick discharge and transport of their cargo but they have not turned out the success that was anticipated. The D.SK. placed a small steamer of 1,700 tons d.w, drawing 15ft. sin. on the Tangku-Tientsin run to Carry cargo to and from their steamers, and now the NY.K. are putting on small steamer, the Sanko Maru, chartered from the M.B.K., of 946 tons d.w., 19 ft. 1lin. draught for the same purpose.

On the face of it, this scheme looks a good one, but from a finan- cini point of view it is a failure, as owing to the extreme ahallowness ob the river, this type of steam fighter cannot maniculate in the same way as an ordinary lighter. In fact, it encounters the same dif- ficulties as an ordinary steamer and requires considerable skill and ex perience in maneuvring in certain parts of the river, and although the steamer can carry, say, 1,000 tons of | cargo on a 14ft. draught, still the Harbour Regulations require her to lighten down to 11 ft, and if she wishes, to have the same facilities as an ordinary lighter she mut fur- ther lighten down to 8 ft, which means that she can only carry from 3/400 tons of cargo, thus turning the scheme into a lasing proposition rather than a paying one.

Trying Native Lighters. Other firms are trying out the native lighter system of transporta tion. These native lighters carry Between 40 to 80 tons of cargo, and thep are both bandy and economical to run, but again there is the ques- tion of insurance, ar. Insurance Companies will not inaure cargo in native lighters, as they are towed to Tientsin by tug boat, but comé ng on tide using oars and poles. The only way a shipping or com mircial firm can

be protected against loss or pilferage is to make the owner of the lighter responsible, and even then, it is difficult to collect from the owner should any of the goods be lost or stolen dur ing transit from Tangku or Tientsin.

The original plan of the Hai-Ho Conservancy was to dredge the river to 97 ft. at this particular spot, so that the large ocean-going vessels of the Hamburg On Amerika Co. of 10,000 tons could go right alongside the wharf, but this scheme is too costly and will take years to materialize.
