The new Nationalist Government has been formally inaugurated nt Nanking. The attendant ceremonies seem to have been very appropriate, and we learn from the vernacular newspapers that 100.000 of the general public were present-(which seems to point, to the proceedings having taken place al fresco) while overhead" a Kuomintang military aeroplane hovered, and from which leaflets explanatory of the inauguration, were dropped. The seals were duly presented and the offices formally assumed. Meanwhile, des pite all this General Tang Seng Chi, in another Yangtsze province, has declared "independence": also that he intends to reorganise his army and hopes to establish a "fleet of cruisers on the Yang- taze."

What with this and other retrograde steps, together with the prediction freely being mad: in the Chinese press that the new Nationalist Government is likely to be short-lived, China's chaotic 'conditions would seem to be increasing rather than lessening. THE INAUGURATION CERE
