ECONOMY WITH DUE REGARD FOR EFFICIENCY.

SLIGHT INCREASE IN SCHOOL FEES AND IN CHARGES FOR STEAMSHIP SURVEYS.

OTHERWISE NO CHANGE IN EXISTING SOURCES OF REVENUE.

It cannot be truthfully said that the atmosphere of the Legislative Council was charged with excitement, suppressed or otherwise, when the Colonial Secretary rose yesterday afternoon to introduce the Colony's Budget for 1928. From the public point There is compara- of. view the Budget was a humdrum affair.

With two small tively little change in the figures of last year. exceptions-school fees and the charges made for ship surveys— there has been no alteration in already existing sources of revenue." On the expenditure side economy has been the watchword and the accounts of all departments have been carefully scrutinised with the object of saving money wherever possible..

THIS YEAR.

The year 1927 started with a surplus balance of 83,450,950 of The estimates which 21,400,000 were regarded as liquid assets. allowed for a deficit of $1,307,305 to be met from the surplus balance. Now it is thought the year's working will show a deficit of $1,302,957.

Certain assets have become liquid during the year and there is 4 sum of 81,916,406 expended from revenue on the Shing Mun Water Schenic to be reimbursed from the proposed loan of $5,000,000.

"

It is expected, therefore, that the year 1925 will start with a surplus of assets over liabilities of 84,100,135 of which the, liquid balances will amount to 82,416,406,

NEXT YEAR.

The revenue during 1928 is estimated at 820,103,300 and the expenditure at $20,183,045, leaving a deficit of $2.079,635. This déseit will, of course, practically wipe out the liquid balances available and consequently the Government issue a note of warning that they will not for the present be able to entertain appeals for financial help from private or semi-public bodies.
