PORT FACILITIES AT SINGAPORE.
EXTENSIVE PLANS FOR IMPROVEMENT.
RECOMMENDATIONS BY MR. TRIMMER.
We have received, says the Singapore Free Prem, & oapy of a report made by Mr. Trimmer to the Singapore Harbour Board in regard to the proposals to extend the coal and wharf facilities of the Board's property...
The report discusses various methods of accomplishing improve. ment in both regards and whilst the details of the several schemes are too long to reproduce we ex- tract Mr. Trimmer's recomenda- tions in each case.
The Wharf Extension. In making recommendations for the development and extension of the Board's property, I am suffi. ciently optimistic, as to the future of the Port, to urge that a bold policy should adopted. With the gradual increase in the size of ships entering the Port, the increase in the tonnage of both ships and cargo being handled at the wharves, ad the greater importance Singapore i assuming as a pivot for the trad- ing routes, I am of opinion that an adequate scheme of extension should be ndertaken.
In my opinion the most suitable scheme for the extension of the Board's wharves, to satisfy the im- mediate future needs, is that com- schemes to be considered, e. "B" which provide for a length of 3,300 feet of wharf, increasing the exist ing wharfage accommodation by about 23 per cent.

From fairly reliable information, it is learned that the local Com munists and former Shanghai General Labour Union leaders have been supplied with 1,000 pistols, the most of which reported to have been snuggled in from Hankow.
Whenover an army, south of the Yangtze is defeated, the toll of crime in the Settlement increases, as it does in the outlying districts. Armed robberies have been more numerous in the past 10 days, while as many as nine crimes of violence were reported over the week end in Chapci and Nantao. Kidnappers from the Shaoshing neighbourhood have begun operations again, and within the past week half a dozen cases of assassination, either of labouring men or of victims of kid- nappers, have come to the attention of the police.

Owing to the irregularity with which Importers of coal replenish their stocks (as explained in para, 99) a system of allocating berths at the wharves, to regulate import to some extent, might be tried, and this matter is engaging my atten
struction of Section 10 of the Board's premises (the F&O. Com- pany's late property) which
was sequired by the Board in the year 1026. Although the Board are at present carrying out some minor improvements at this section these do not develop the property to any thing like the same extent as tion. contemplated under Scheme "D" and must be regarded as merely temporary measures.
Should it be considered by the various interests involved that Schemes "C" and "D" would not make sufficient provision for the future needs of the Fort, I recom mend Scheme "A" which would in- crease the present accommodation by about 40 per cent.

further additional length of wharf of 1,400 feet would be obtain ed, making the total increase in the wharfage equal to about 54 per cent of the present accommoda tion.
As already stated, the whole of the West Wall, North Wall and Jetty, when constructed, would be devoted to the bandling of general cargo, a large portion of the East Wall being used for the mechanical handling of coal.
