LONDON, July 30th.

1 am told that at a private luncheon at the House of Commons this week the Chancellor of the Exchequer referred to the Shanghai Defence Force, and made the im- portant statement that this will not mean additional expenditure on the British taxpayers. Among those present were several of the economy M.P's who are constantly girding at the Government on the question of taxation. The cost of sending the Guards and the other troops from England to China, is one of

the things about which they have asked questions in Parliament at intervals.

"Mr. Churchill informed the com- pany that he believed he had found

check ruggling of dutiable goods, which has grown rapidly during the last two years, and results in a loss to the Treasury of hundreds of thou- sands of pounds a year.

Binod the introduction of duties on foreign silk, artificial silk, cutlery, aniline dyes and other articles, amounting to one-third of their value, the profits of the snuggler have grown enormously. Valuable cargoes of silk goods can be taken in a very small space, and are being landed from motor-boats at various points around the coast, where they are picked up by motor. Vans and distributed from various

centres.

One of the most striking facts

which is receiving oficial inquiry is that at the present time it is estimated that there is in London alone a grener quantity of foreign silk goods than has officially pass- the ports since the duty was impos- ed through the Customs offices at

a way which would enable himed two years ago.. without imposing Lay fresh burdens, to meet practically the whole, if not the whole, of the cost of sending the "Force out, and the additional expenditure involved by its main tenance there. The Chancellor did not specify the measures he will adopt to secure this ead beyond say. ing it would be achieved by pure pure economy,"

It is understood that there was a bint that the public would like to know how much money the saving represented, but the Chancellor wai not to be drawn into giving a figure:

The Farmers' Cry. The farmers are furious because they have now beca plainly told by the Prime Minister in a speech at Leuth that protection for the agricultural industry, which would mean the taxation of imported food stuffs, is not practical politics. Ob course, this has been plain to every: body who follows affairs and is not altogether stupid. The Conserva

ive Party under Mr. Baldwin went to the country in 1923 on the ques tion of Protection, and were defeat ed by a smashing blow. Incidentally the first Socialist "Government we have ever had was returned. It would be simply asking for another defent at the text General Election if Mr. Baldwin gave the farmers the Protection they are hankering after. Being an honest man, he has told them so, and they do not like
