Nothing is more difficult than a clear understanding of the interplay of political forces in a foreign coun. try. The labels of parties may have a familiar sound, but the inter-1 pretation of those labels may be entirely different from what he ex- pecte. Public figures can be sketch- ed in caricature, but any analysis of the influences which guide their motives and actions may well be beyond the reach of a stranger.
In a remarkable book published in Germany, and not yet translated, Engländer," the author, entitled
Herr Rudolf Kircher, has collected together a number of biographical sketches of British public men and
Mr. Baldwin.
THE CHINA COAST,
CHANGES IN OFFICER PERSONNEL.
The following are the latest changes in officer personnel on the China Const:-
Mr. O. T. Harrison, chief officer, Anking, is on reserve. Mr. A. H. Mills, chief officer, Ninghai, has gone chief officer, Anking.
Mr. W. D. MacLean, third officer, Anking, is on reserve.
Mr. W. A. McDonald, chief officer, Xeriyang, is on reserve. Mr R. J. Nunn, from Home leave, has gone chief oficer, Kweiyang.
Mr. A. H. Finnie, second officer. Tengehow, has gone second officer, Kwengtung.

My attention was first drawn to the book on account of the photo- graphs of the people dealt with, In many instances, instead of the con ventiouni poned portrait, the anthar has selected specially characteristic snap-shots.
A Discriminating Critic. We have Lord Balfour in soft hat, glasses, and an old suit to illus triste the scholar politicians Sir Auston Chamberlain with a fixed smile and striding through Downing Street: Lord Curzon, Bervant of the State" in full regalia, with a page: Mr. Thomas walking across the pavanent from a taxi, pipe in mouth, with his mast genial expression; Mr. Baldwin in Freek coat, with folded hands, in slightly ecclesiastical attitude; two of Mr. Lloyd George--the one in radiant amiability, the other (Der Demagogne) gesticulating from an opot-air platform; and so on.
The man who chose these photo- graphs, felt sure, knew something about the subjects of bis sketches, and when I began to read I found that was the case. So far as big political characters are concerned, he is more appreciative than any British party writer would be in- clined to be. At the same time, he is critical in a way that is as dis- criminating as any British writer could be.
Some of his observations may be quoted to illustrate his discern- ment. His praise of Lord Balfour is tempered by criticism of his aloof detachment,
